John Rafter

John Rafter, a member of St. Michael the Archangel Church, died May 27. He was 86.

Mr. Rafter was born Sept. 21, 1926, in Bevier, Mo., the third of six children of Charles Rafter and Lucille McGoon. He spent his early years in Cheyenne, Wyo., and Kansas City, Mo. After graduating from Rockhurst High School in Kansas City in 1944, he entered the U.S. Navy. Following the war, he returned to Kansas City and attended Rockhurst College (now known as Rockhurst University), where he earned a degree in economics. He went on to study law at Georgetown University in Washington D.C., his last year attending night school and working days as a clerk at the U.S. Treasury Department. He married Tracy Smith in 1954, and they settled in Alexandria, Va. He worked for the Washington, D.C., law firm of Dow, Lohnes and Albertson, specializing in communications law, federal broadcast regulations, and representing clients before the Federal Communications Commission. He and Tracy retired in 1991, and in 2011 they moved to Portland.

He is survived by Tracy, his wife of 58 years; daughter Kendall, Urbana, Ill. (John Abelson), son Jay (Michelle); four grandchildren; and sister Peggy Massman, Kansas City.

A funeral Mass will be celebrated at 10 a.m. Monday, June 10, at St. Michael the Archangel Church. A reception will follow the Mass at the Mirabella Portland. Memorial donations can be made to Catholic Charities of Oregon.
