When President-elect Obama nominated Gen. Eric Shinseki as VA secretary, Obama said the organization needed cultural and technological change. The technological change stipulated that the VA needed a database to track the medical care and treatment of veterans. The cultural change was clarified in the Affordable Care Act, legislation empowering an independent board to develop measures that limit what government and private insurers can spend.

Critics called this the “death-panel,” so its name was changed; now, we find that the VA has a “let-die list.”
